The purpose of this paper is to apply entrepreneurial thinking to develop strategies that lead the traditional fisheries activities to innovative and Wealth-generating activities. Therefore, by considering the strengths, weaknesses, opportunities and threats analysis (SWOT), some strategies for entrepreneurial development in fisheries activities are suggested. To identify strengths and weaknesses, opportunities and threats, relevant documents and interviews have been applied. Finally, after screening the internal and external factors, 5 strengths and 6 weaknesses as internal factors and 5 Opportunities and 6 threats as external factors were identified. Despite the simplicity, SWOT model do not report the importance and priority of the factors. To remove this objection, SWOT analysis has been combined with Analytic Hierarchy Process (AHP) to prioritize the strategic factors, by using comparison matrix. Then, a scale rating mechanism was used to assess the strategic relationship between the SWOT factors and provide the best strategies to develop entrepreneurship in the fishery industry in Boushehr province. The results indicate that the most practical strategy to develop entrepreneurship in fisheries is to assign production subsidies and grants for creative and innovative people.
