Identifying and Prioritization of Good Governance Effective Factors Focused on a Sustained Development Approach

Abstract

Abstract
One of the new approaches to development is good governance model which has an effective role in controlling corruption, government effectiveness, political stability, quality of laws and regulations; therefore, the present study aims to identify and prioritize the factors affecting good governance with sustainable development approach. It was done in government organizations of Sistan and Baluchestan province. For this purpose, after defining the subject and conducting initial exploratory and library studies, the identified factors and components were weighed with the opinion of experts and after obtaining their corrective opinions based on the relevant statistical methods, analysis and finally the appropriateness of the model, components and factors. They reached a consensus. The statistical population in the qualitative part of the research includes 11 academics and professionals familiar with the subject who were selected in a non-probabilistic and judgmental manner and the required information was collected from them through a semi-structured interview method. In order to prioritize the research indicators, a researcher-made questionnaire was distributed among 400 managers and experts of the governorate, governorship and faculty members of the university in Sistan and Baluchestan province who were selected by stratified random sampling. Data analysis Obtained in this section was done using the Soara technique. Finally, the research findings showed the components of comment and accountability, quality of laws, corruption control, rule of law, transparency, vision and planning, effectiveness and efficiency, ethics, responsibility, trust, justice, poverty alleviation, economic growth Participation, institutional development, meritocracy, central trust and political stability, and anger, respectively, are important components of good governance with a sustainable development approach.
Introduction
One of the critical challenges and concerns that social scientists, elites, and politicians face in developing countries is the issue of development and underdevelopment (Yarahmadi and Almasifard, 2017). Recent studies show that the issue of governance may facilitate sustained development processes for nations (Zoheiri, 2014). Good governance as an innovative approach toward development is critically significant (Emam-Jomezade et al., 2016). Good governance is a novel narration of democracy, human rights, accountability, participation, and the rule of law. Further, it also provides a framework in which all these goals and values come together and pursue human development objectives, including public-based economic, political, social, and cultural development (Deghati et al., 2020). Therefore, developing countries like Iran must pay special attention to the concept of good governance and its effective factors to facilitate sustained development, particularly in border provinces such as Sistan and Balochistan Province.
Case study
The present research studies and prioritizes good governance model components focused on a sustained development approach in Sistan and Balochistan Province. Thus, the case study is selected public organizations in Sistan and Balochistan Province.
Materials and Methods
This is an applied mixed (qualitative-quantitative) research method. The qualitative research population included academic experts and practitioners in Sistan and Balochistan Province. 11 individuals were selected as research samples through the snowball sampling method. For the quantitative study, the research populations were 816 managers and state government and governorship experts in Sistan and Balochistan Province. Four hundred individuals were selected as the qualitative research sample through a stratified random sampling method. Research qualitative data were collected through desk research and research background. Then, the effective factors were measured using a semi-structured interview with experts. Research quantitative data were also gathered through a researcher-made questionnaire. Research qualitative data were analyzed by the Meta-synthesis method. Further, the research model was verified by the Fuzzy Delphi Method. Then, the structural equation modeling was also used through SMART PLS (second version). Moreover, the indicators were prioritized using the Soara technique.
Discussion and Results
The present research reviewed 54 good governance articles using a meta-synthesis method and determined the relevant codes. Then, 18 effective indicators were identified using the Fuzzy Delphi Method in two rounds to verify the research model. All 18 indicators were confirmed as the effective final indicators. In addition, the Soara technique results revealed that Voice and Accountability indicator (0.141) was the most significant factor for good governance focused on sustained development, followed by regulatory quality (0.131). The Control of Corruption (0.123) and Rule of Law (0.102) indicators were placed third and fourth. Moreover, finally, the last place goes to the Transparency indicator (0.995).
Conclusion
 A deep understanding of the good governance concept could provide valuable criteria to help communities and governments better understand the relationship between various institutional forms and ways to offer socio-economic health for citizens. Indeed, citizens may hold the government accountable for any decisions that affect people. On the other hand, freedom is the inalienable right of any citizen; so, people must be able to choose their objectives and freely express their opinions as freedom of expression results in engagement and participation. Such participation legitimizes institutions and organizations on the one hand and improves life satisfaction and quality of life on the other hand.
