Abstract

Abstract
The government has always been deprived of having competent managers to an adequate level due to limitations in the field of human capital. Therefore, in addition to measures related to cadre building and hiring managers, we must also use the strategy of engineering the layout of employment and appointments. Accordingly, in this research, the geometry of employment and appointment of managers in the government has been drawn. In this geometry, the factors involved in the appointment of managers and their relationship to each other have been identified. To achieve the research objective and answer the questions, the qualitative content analysis method was used. To collect research data, while interviewing experts in the administrative system, the authors' lived experience in the field of setting standards for the employment and appointment of government managers was the basis for the work. The research findings showed that the three axes of the characteristics and performance of managers, the performance and life cycle of the executive apparatus, and the conditions of the country's administrative system play a fundamental role in drawing the geometry of employment and appointment of managers. By multiplying the different levels of the above components together logically, the geometry in question will appear.
Introduction
The government has always been deprived of having competent managers to an adequate level due to objective limitations in the field of human capital. Therefore, in addition to measures related to cadre development and hiring of managers, we must also utilize the strategy of engineering the layout of employment and appointments. Accordingly, this research has drawn the geometry of employment and appointment of managers in the government.
Case study
The subject of this research is the mechanism of arrangement and appointment of managers in the administration system of the Islamic Republic of Iran.
Materials and Methods
The research method used in this article was qualitative content analysis. To collect research data, while interviewing experts, the authors' lived experience in the field of setting standards for employing and appointing government managers was used as the basis for the work.
Discussion and Results
We concluded that: 1) Managers are the axis of the geometry of the arrangement of managers. Therefore, the characteristics that are effective in recognizing the power and ability of managers to occupy managerial positions can be imagined in designing the geometry. In this regard, three main axes are important: General and common competencies, personality type and management style, and performance capabilities of managers have a serious intervention in our design geometry. In other words, one of the sides of our layout geometry is the manager himself and his characteristics; in such a way that by increasing and decreasing the quality and quantity of these characteristics, the layout patterns change. 2) The second vital element of the layout geometry is related to the performance status and age, the status of the internal structure and organization, the status of the units, and the specific competencies of the management positions of the organizations. In other words, the characteristics and capabilities of the organizations will change the layout geometry. 3) The last main element of the geometry we are considering refers to the status of the country's administration departments, the geographical and staff status of the executive agencies, and the status of the country's managers' repositories
