Falling behavior Standards in the Public Sector, have Promoted this Article Researchers to Present Work to Find a Suitable Theoretical Basis for Improving the Organizational Virtuousness. In Order to meet this Goal, Using Library Studies and Comparative Method Between Western Thought(Aristotle) and Eastern Thought(Farabi) as well as Thematic Analysis of Recent Decades Articles, Researchers Form Theoretical Framework to Test the Relationship Between those Variables. Then Through the analysis of Structural Equation Modeling in LISREL Software, the Research Team develope a Model for Improving Organizational Virtuousness. According to this research, the researchers believe The Most Important Reason for Fading and Forgotten the Concept of Organizational Virtuousness in Governmental Agencies Shall Seek Within Inner Issues of organizations such as Organizational Structure, Human Resource and their daily activities but no in Outside Issues. Lastly this Article Designing Appropriate Model to Increasing The Organizational Virtuousness of Iranian Governmental Agencies and Inviting Public Sector Managers to Applying it.
