چکیده

بـحث از هویت رشته اداره امور دولت، دانش­پژوهان را در میانه تنوع مفاهیم میان رشته­ای، چندرشته­ای، و چالش خرده پارادایم­ها و شبه پارادایم­ها سرگردان می­گذارد. سرشت و هویت اداره امور دولت، به علت وجودی تشکیل دولتها وابسته است و به تبع آن، سرشت این رشته علمی با مباحث عدالت اجتماعی تنیده می­شود و موضوع اصیل آن، مسأله و مشکل عمومی تلقی می­شود و می­توان گفت که علت منطقی تشکیل دولتها نیز همین است.
       در این پژوهش،  ضمن ارائه مدل و چارچوبی منسجم درباره هویت رشته اداره امور دولت و موضوع شناسی آن، به انواع مسائل و مشکلات عمومی، به منزله موضوع اصلی اداره امور دولت، پرداخته می­شود.

چکیده [English]

Speaking about public administration field’s identity makes researchers confused about variety of some interdisciplinary, multidisciplinary and quasi/sub paradigms concepts. Nature and identity of public administration is dependent on reason of governments’ establishment so nature of this scientific field intertwined with social justice concepts and it is interpreted that its pure theme is public question/ problem and it can be said that this is the main cause of governments’ establishment.
In this study we show a coherent model and framework about public administration field’s identity and its theme and therewith we pay attention to its main subject defined as different public questions/ problems.
