QFD, a well-known method that converts customer requirements to product design requirements, has been recently used in strategic planning as well. The pint is, in general and particularly through a strategic planning process, it would suffer a huge lost if the organization follows the requirements which are not the most critical ones. So, stakeholders' determination, classification and assessment shall be implemented before the QFD process initiation, as the high priorities. This would be the purpose followed by the paper, namely, a combination of QFD process and stakeholders assessment approach is used to ensure in a reliable strategic planning process at the national level. And as a case-study, the strategies of the comprehensive scientific map of IRAN were considered. In order to ensure that functional requirements are driven by stakeholders’ requirements, a two-step QFD model was developed. The requirements of various stakeholders were determined firstly, and then a questionnaire was produced in order to find out the most critical ones. Then for further analysis, the gathered information put into three scenarios as: Not classified stakeholders; Classified stakeholders on the basis of their job-type; Classified stakeholders on the basis of the organization they are working in which proved that both two-last scenarios lead to an amendment in picked national functions which are supposed to meet the stakeholders' requirements via implementation of picked strategies. Comprehensively, it should be mentioned that nevertheless the QFD has settled in development of strategies, it shall consider determination and classification of stakeholders and their requirements as well, which lead to a more-effective and reliable method. The combination of stakeholders assessment and QFD seems a suitable solution which was analyzed and proved via this paper.
